10Whirlwind
Full Control Of The Surrounding Air
Whirlwind is the quirk of Inasa Yoarashi, one of the topstudents from the Shiketsu High School. He was first introduced in the Provisional Hero License Exam arc where he managed to leave a strong impression, thanks to his overly energetic nature and of course, the strength of his quirk.
Now onto the quirk, Whirlwind. As the name suggests, this quirk gives Yoarashi the ability to freely manipulate the air around him to create a strong gust of wind. With Whirlwind, Yoarashi can create anything from a gentle breeze to a raging tornado. Not only that, but he can also use Whirlwind to fly.
9Half-Cold Half-Hot
Create And Control Fire & Ice
As manyMy Hero Academiafans will know, Half-Cold Half-Hot is the quirk of Shoto Todoroki, one of the topstudents at U.A. High. Todoroki inherited the ice-based quirk from his mother and the fire-based quirk from his father, Endeavor. Todoroki is the only one on this list who is born with a hybrid quirk.
This quirk allows Todoroki to generate and control heat and fire from the left side of his body, while the right side can generate and control cold and ice. Todoroki specializes in big moves that can cover a wide area in a single shot, such as a massive ice wall that can block an entire arena or a blazing flame that can incinerate everything within a hundred yards radius. Yoarashi and Todoroki are the only students on this list, so given enough time, they will surely rise in the ranks.
8Ice Ply
Manipulate Any Nearby Ice
Ice Ply is the quirk of Geten Himura,one of the top executives for the Meta Liberation Army, and later on, becomes one of the nine lieutenants when the army turns into the Paranormal Liberation Front. He specializes in large-scale attack and thanks to his ice quirk, he is great at offense and defense.
At first, Geten can only manipulate the ice around his vicinity because, unlike Todoroki, Geten cannot create his own ice. However, after undergoing a Quirk Awakening, he can now freely alter the temperature of the water within his area of influence, effectively allowing him to create ice whenever there’s water nearby. Geten has shown that he can freeze an entire town with ease.
7Blueflame
Generate And Manipulate Scorching Blue flames
Blueflame is the quirk of Toya Todoroki, the son of Enji Todoroki (Endeavor). He is also known as Dabi, one of the members of the League of Villains. Dabi’s Blueflame has the highest temperature among other fire-based quirks. His flames are even hotter than Endeavor’s.
Ironically, unlike his younger brother Shoto, who has a body that can withstand both hot and cold, Dabi was born with a body that can only withstand cold. This meanshe basically burns himself whenever he activates his quirk. Considering he can engulf an entire city block with his blue flame, he could’ve been the strongest fire user in the world. Unfortunately for him, the moment he tries to unleash his full power, he incinerates himself.
6Hellflame

Hellflame is the quirk that belongs toEnji Todoroki, more commonly known as Endeavor. After All Might retired he took the position of the no. 1 hero in Japan and he maintained this rank until his retirement at the end of the series.
Endeavor is arguably the greatest fire user in the world. The reason is simply due to how versatile he is in using his quirk, Hellflame. He can use it to incinerate a large number of enemies at the same time but he can also use it to take out one specific enemy if needed. He can even use his fire to fly. That’s why it’s not an exaggeration to say that Endeavor is one of the strongest fire users in the world.
5Decay
Disintegrate Anything He Touches
Decay is the quirk that belongs to Tomura Shigaraki, the leader of the League of Villains, the leader ofthe Paranormal Liberation Front, and one of the main antagonists ofMy Hero Academia.Additionally, Shigaraki is also the pupil of the greatest overlord in the series, All For One.
With Decay, Shigaraki can disintegrate anything he touches. A single touch by the tip of one of his fingers is all it takes to put anything and anybody into a hyper-accelerated state of decay. A literal touch of death. After his awakening, he can even spread his Decay into things that he doesn’t touch directly. What’s even more distressing is the fact that, unlike most quirks, Shigaraki has no way of reversing his Decay, which is one of the reasons why he couldn’t be further up on the list.
4Overhaul
Reassembling Matters With His Bare Hands
Overhaul is the quirk that belongs to Kai Chisaki, the leader of a Yakuza organization called Shie Hassaikai. Chisaki and his group successfully developed a drug that can affect a person’s quirk. This drug can enhance one’s quirk, temporarily deactivate a quirk, and even erase the quirk completely. Thankfully, Sir Nighteye’s agency,which includes Lemillionand Deku, manages to sniff out Chisaki and stop him before he can mass produce the drugs.
At first glance, Overhaul may look similar to Shigaraki’s Decay. After all, both quirks can disintegrate anything the user touches with their hands. The key difference between the two is the fact that Overhaul is actually reassembling the molecules, rather than completely disintegrating them. That’s why Chisaki can combine different objects, such as a human’s body and an inanimate object like car tires, without having to kill the human first. And unlike Decay, Chisaki can use Overhaul to return the target to its original state.
3Weather Manipulation
Summoning Thunder And Storm At Will
Weather Manipulation is a quirk that belongs to a man named Nine. He is the main antagonist ofthe secondMy Hero Academiamovie,My Hero Academia: Heroes: Rising.Weather Manipulation is his original quirk before he becomes the subject of Dr. Garaki’s experiment where he receives the inferior copy of the most dangerous quirk in the world, the All For One.
It’s unclear how much control Nine has over the weather when he uses Weather Manipulation. One thing’s for sure, he can change a perfectly clear and normal afternoon into a cloudy day filled with storms, thunder, and lightning. As if that’s not dangerous enough, he can fully control the location where the lightning strikes as well. With this quirk, Nine can easily destroy an entire city without having to move from his seat.
2New Order
Impose A New Rule To Anything She Touches
New Order is a quirk that belongs to Cathleen Bate, the no. 1 hero from the United States. She was inspired to take on the mantle of a hero thanks to All Might, who saved her when she was young. As a former soldier herself, Cathleen has a close relationship with the U.S. military and even has a dedicated unit in the Air Force that helps her with her job as a hero.
New Order allows Star and Stripe to impose a new ruleonto anything she touches, including the air itself. During her battle with All For One, who had already taken over Shigaraki’s body, Star and Stripe turned the surrounding air into a giant version of herself that dealt massive damage to All For One. She turns laser beams into moldable substances, and she can also enhance her own body while weakening the opponent’s body at the same time. If she can think of it, then New Order will help her do it.

Stealing Other People’s Quirk
Now it’s time for the most powerful quirk of the bunch. The one quirk to rule them all. The overpowered All For One. This quirk belongs tothe greatest evil overlordin the world ofMy Hero Academiawho happens to use the same name as his own quirk, All-for-One (AFO). All For One enabled its user to steal other people’s quirk, use it, and then bestow it to other people if he wants to.
Furthermore, AFO can activate his quirk simply by touching or grabbing the target. This means even getting closer to him in a fight is dangerous. As if that’s not powerful enough, All For One can also store countless quirks, which allows AFO to use numerous quirks at the same time. It’s honestly quite mind-boggling how overpowered this quirk is. That’s why All For One deserves the title of the strongest Emitter quirks in existence.
